WATERVILLE, MAINE, February 2025 — Thomas College business professor Dr. James Libby was recently appointed to the Maine Intelligence Task Force by Maine Senate President Matthea Daughtry. Libby also serves Maine as a State Senator for Maine Senate District 22.

The Task Force was recently established under executive order by Governor Mills to focus on three critical issues:
- Preparing Maine’s economy and workforce for the opportunities and risks likely to result from advances in AI;
- Protecting Maine residents from potentially harmful uses of AI technologies, such as safeguarding consumer data privacy, mitigating bias in datasets, and mandating disclosure around AI utilization;
- Exploring the most promising uses for State agencies, quasi-State agencies, and other public entities such as municipalities to deploy AI technologies to address capacity gaps and improve service delivery to the populations they serve.
“With my experience in education, I hope to add insight into how rapid developments in AI can be used as a valuable tool to enhance learning outcomes at all levels of education,” said Libby.
Dr. Libby has been a professor and former administrator at Thomas College for more than two decades. His background includes full-time positions at GTE-Sylvania, Sanford High School, and St. Joseph’s College. He is a former varsity basketball coach at Thomas and at Gorham High School, and he directed Hoop Basketball Camp in Casco for many years. He has written four books, including Super U: The History and Politics of the University of Maine System, and Buxton: A Postcard History.
Dr. Libby has a bachelor’s degree in finance from Nasson College; an MBA in Marketing and Finance from St. Bonaventure University; a Certificate of Advanced Studies in Educational Administration from the University of Maine; and a Ph.D. in Public Policy in Higher Education from the University of Maine.
Dr. Libby is known for his commitment to students, access to education, and his relationship building.
The Task Force consists of leaders from Maine state and municipal government, the University of Maine System, and the Maine Community College System, as well as members representing Maine workers, businesses, health care, civil rights advocacy, and a consumer protection organization. The kickoff meeting of the Task Force was Friday, Jan. 31.
